To start, you will need to actually open Vault 79. (Author’s Note: You need to complete the main Wastelanders campaign to gain access to the people inside.)
Unfortunately, getting the Secret Service Armor plans is pretty complicated if you haven’t opened up Vault 79. Tied to your Power Armor, this outfit can only be obtained by a new group of survivors introduced in the latest update. While there’s a lot of outfits to collect, one of the most useful is the T-65 Secret Service Armor. Bringing actual, living human NPCs to the irradiated lands of the Appalachia, the Wastelanders DLC introduces a number of new characters, factions, and most importantly, loot.
